As consumers we have become accustomed to
having a variety of guides available to assist us in our decision-making
process. There are publications,
websites and countless sources to give the buyer guidance on quality, service
and reliability. Consumers have learned
that it is not only possible, but also wise to “do your homework” prior to
making important decisions.
The same is true when deciphering the information available on patient
care facilities. Whether you are looking
into rehabilitation, medical adult day care, assisted living or long-term care
options, it is always helpful to check the available references before you make
your decision. Depending on where you
look, the resource may guide you in choosing what facility offers the services
and accommodations that fit best with your needs or delve into how well the
facility complies with health and safety regulations.
An
invaluable resource is the NJ Department of Health Report Card. This guide is posted on the NJ Department of
Health website and lists a rating that is based upon the results of the
department’s inspection of each facility.
Be aware, however, that the inspections are conducted every 9 to 15
months and the website is updated accordingly.
The state conducts an in-depth inspection of each licensed
facility. The inspections are
unannounced and attempt to capture a snapshot of everyday life in that
facility.
The team’s preparation is painstaking.
Prior to arriving on site, a specially designed computer program has
analyzed the quarterly MDS assessment reports, which were submitted by the
facility to the agency. (The facility
manager is responsible to have a quarterly report generated on every
resident.) The processing program is
coded to search for patterns on specific keywords and it is that program that
selects the specific number of resident that should be examined and
interviewed.

best for your loved one, accessing the NJ State Department of Health Report
Card can give you a glimpse into areas of importance and may offer some
guidance and reassurance while considering your choices.
Part One in an ongoing series-this report
will explore the process of the State Department of Health inspection, and
the individual areas evaluated in the inspection.
Future segments of this report will
feature an explanation of the 2567 Report/Survey, which is issued to each
licensed facility upon completion of the inspection.
It is this report that lists deficiencies
in degree of severity.

Centers for Medicare & Medicaid Services (CMS) is the component of the
Federal government's Department of Health and Human Services that oversees the
Medicare and Medicaid programs. State governments oversee the licensing of nursing
homes. In addition, States have a contract with CMS to monitor those nursing
homes that want to be eligible to provide care to Medicare and Medicaid
beneficiaries.
